Wait, no Tempest? Why? Especially when going Ranger 18+, this seems still viable.
I'd drop Power Critical and the two Mental Toughnesses.

What's the benefit of going 19 Ran instead of 18 Ran + 1 Monk (e.g.).

An extra feat and +Wis to AC sounds like a nice capstone to me.

And your's missing the Stat increase at Level 16, but that will be Str, of course.

I wouldn't take the Hide/Move Silently Line, but max UMD instead.

Opps , ya i somehow missed that and the obvious str at 16, Did contemplate doing Umd , but not really having a char beyond LvL 8 yet went with the skills i Use . I Often times solo so i went for the Magic Enhancements/ feats as a support tool .
    Thx for the Quick input

...would it be rude to ask if this is another joke build?

Seriously, you have no ranger PrE, took a number of weak feats, have a rogue splash without max UMD - I just can't figure out what you're trying to accomplish here.

1.) Drop all your mental toughness and power critical, get dodge, mobility, spring attack.
    2.) Get Tempest PrE.
    3.) Max UMD
4.) Drop Dex (Only need 13), Int, Wis (You can leave it at 8 and still cast with an item). Raise CON to at least 14.
5.) Get rid of Hide and Move Silently. You're a Ranger... stand proud.
6.) You don't have an ability raise marked for level 16: Put it into STR. Try to get your STR to 17 starting.
7.) The AP for Tempest should come from your Rogue Sneaking and Energy Resistance Boosts - you have the spells after all.
8.) No reason for 19 levels of ranger. Pick either Fighter or Monk. These will also get you an extra feat. If Monk, keep your Dex and Wis a little higher.

Since you haven’t been past level 8 you haven’t seen the UMD skill mature in it’s usefulness. As a soloist you will want access to Blur (via scrolls or wands), Fire Shield (via scroll for fire heavy quests like Enter the Kobold.), Heal (It’s SP-less healing.), Invisibility (I highly suggest that you watch Mr. Cow’s videos on how to use this as a soloist), Restoration (One of the major curative effects that you cannot cast from SP), Stoneskin, Teleport and as much specialty (Alignment/Race restricted) gear as you can. UMD makes this possible.

As a ranger, you do not need as much mana as you have specced for. By the time you hit level 20 you will have access to ~600 mana without feats and enhancements. All those feats and enhancements may bring you to ~700. You would be better served by spending thoose APs and feats on becoming an Arcane Archer or Tempest build. If you’re worried about your self healing capability I have 4 words for you: Superior Ardor IV Potions!

As a ranger you don’t need to invest heavily into Hide, Move Silently or Spot. (It’s OK to invest in them but don’t go overboard as you can go into overkill on these skills.) For Hide and Move Silently you will have access to the Camouflage spell and the Hide in Plain Sight class ability. Camo gives you a +10 to your hide skill. HiPS will lower the number of “eyes” when you sneak. For Spot you have access to t spell called “Wild Instincts” that gives you a +10 to your spot skill that no one else has access to.

Lastly, it appears that you are missing a stat point from a level up.
Things worthy of Standing Stone going EXTREME PREJUDICE™ on.:
    • Epic and Legendary Mysterious ring upgrades, please.
    • Change the stack size of filigree in the shared bank to 50. The 5 stack makes the shared bank worthless for storing filigree in a human usable manner.
    • Fixing why I don't connect to the chat server for 5 minutes when I log into a game world.
    • Fixing the wonky Lightning Sphere and Tactical Det firing by converting them to use alchemist spell arcing.
    • Redoing the drop rates of tomes in generic and raid loot tables.

Thanks everyone for the input !!!
have tried to to build ranger /rogue a few times was wondering by LvL 5 why i kept coming up short.

unbongwah - no it isnt a joke , i just have no experience with char beyond Lvl 6-8 .... and so built it with the skills Feats im familiar with and have found usefull , wondering if following that path in its entirety would work ( hence a post in forums )

k1ngp1n / QuantumFX - I see ( now ) the redundancy of taking the skill /enhancements that can be replaced by spells for the situations they are used needed ,Ty for pointing this out !!

Ill go give a build another go .. and apply some more forethought to what places what comes from !!!

OK, now that I know you're serious , my two cents:

    - Figure out if you want to focus on archery (Arcane Archer) or melee (Tempest) and take the feats you need for those PrEs ASAP. For AA you need Point Blank Shot, Weapon Focus Ranged, and Mental Toughness (unless you take a wizard splash - see below); for Tempest you need Dodge, Mobility, and Spring Attack. You'll also definitely want Toughness and Improved Critical in your chosen weapon type.
    - Prioritize your skills and figure out how much INT you need to maintain them. For a trapmonkey, Search & Disable are key; Spot is nice but not necessary; Open Lock is certainly helpful but doesn't need max ranks to be effective. You'll also want max UMD; it takes a while to get high enough to be useful, but in the long run it's worth it. I like having stealth skills too, but it can be tough to find enough skill points to maintain them along with everything else; and Invisibility clickies or potions may be good enough for your needs.
    - Ranger 19 is a weak level; if you're not a pure ranger, you're better off taking a splash of something else. The most common choices are probably fighter (extra feat, med & hvy armor, +10 HPs from Toughness enh) and monk (+10% run speed, +2 to all saves, extra feat, WIS AC boost w/out armor). But you could also take barbarian (+10% run speed, med armor, 1 use of Rage, +10 HPs from Toughness enh); or wizard (extra metamagic, lets you use arcane wands before your UMD is high enough, gets you out of the Mental Toughness pre-req for AA).
    - If you're not taking a monk splash, consider dump-stating WIS and putting those points into, say, INT & CON. You'll eventually need a +6 WIS item to cast your lvl 4 spells (or WIS tome + item), but otherwise you don't need a lot of WIS; and the extra HPs & skill points will pay off in the long run, IMHO.
