If I were to reincarnate as a fighter and reach lvl20 for the second time, would I have a BAB of 21 or does it cap at 20?

From what I understand you get a BAB +1 for fighter reincarnating. That is what I am referring to. Can you have a 21 BAB then?

Base Attack Bonus adds to your To-Hit. It also has a hidden effect of increasing your swing speed (very slightly) and also allows you to take certain feats that have prerequisite amounts of BAB.
To-Hit bonuses do just the first of those.I don't have a zerging problem.
