No, there are items with archmagi on them that are not bound, they are just rare. And OP, I wouldn't spend money on an archmagi item as they tend to be 500k-1m plat each and have a ML 17 (15 if RR).

If you were on Thelanis, I could just run you through a couple of quests to get some free ML 18 ones.

Would sell it for 700k plat. Or trade it for 2 large stones/scales if u feel fancy.

Rahkir's Sash - A New Invasion

Another somewhat easy to get item would be bracers of the glacier ML 13...VOD, a raid nonetheless, but requires no flagging and is fairly easy to pug.
