Also, you have to have level 1 airship before you can buy a level 2, and have to have a level 2 before a level 3. So the listed prices are Upgrade costs, not Total costs.
I can only guess it is to get people to do more reincarnations to respend skill points.
They finally introduce some high end things to buy, but don't let you apply your haggle.
At the same time they let you gain guild access to stores that allow you to sell items at a higher percentage reducing the need for haggle.
I know for many they just vendor it not to clear the space quickly, but for others playing a merchant is enjoyable.
