I don't think so, at least I've not been able to find it. I think it must be either a quest that got canned and not removed from the compendium or a quest pushed to another update. But if someone finds it, let us know!

The compendium lists it as in the House Phiarlan Enclave and bestowed by Sierra.

I started a thread here http://forums.ddo.com/showthread.php?t=252740 that's way back on like page 7 now with nothing from the Devs. Sounds from the title like it may have been a really fun quest. From the sound of the name, I'm going to venture a guess that it was TR'd into the "Illusionarium" part of Partycrashers.
