If they want to stop players from twitching, just increase the 3rd and 4th swing to the proper speed of the 1st and 2nd. No more twitching, done.

I'm not actually for the nerf as my second main is a THF, but as I have posted before Eladrin said this would be temperary to fix the same issue they are addressing with TWF, eventually you'll get glancing blows on all attacks, moving or not, with the chance percentage increase with each of the feats and enhancements. I like many other THF players wish it would be done this update if they are going to do it, so we don't have to play, what some call, a "broken playing style", because of the incomplete change.

I have searched to try to confirm this, but cannot find anything. If true, it would be a relief -- assuming reasonable glancing blow chances comparable to current frequencies. (i.e., something that's attainable with the current THF chain, not something that only a fighter or rare build has the additional feats or AP's to spare.)

Of course, I completely agree with you in asking if this is the case, then why the intermediate nerf then? I'd hate to go on playing current broken THF toons on faith alone, investing in more greensteel, etc. only to find out the fix never happens, or is a fraction of what we see today.
