I'm not sure it'll happen. You can't enter the zone on Lam unless the character you copy is already there. And in that case, you'd need all of the materials to upgrade already on hand, as you can't access all of the quests on Lamannia in order to collect them.
Dreaming Dark, however, is reportedly available, so if the above conditions are met, upgrading should be possible.

I'd do it myself, but am unable to get Lamannia installed.

As usual the changes that are beneficial to players are not retroactive so transferred ioun stones do not have suppressed powers And since they have horrible drop rates it might be hard to test them on Lamannia. But confirming dreamspitter would be nice too, just remember to bind on the island or you won't be able to get there

It seems all ioun stones were improved to have suppressed power. There's a screenshot with one of them in the named loot thread. I bought a couple from AH and tried to transfer with them to test but the old ones are unchanged. According to some unconfirmed rumors the upgraded versions won't be anything truly great but very nice BTA twink items. Unfortunately their drop rates were always very very low so it might take a while to get any screenshots.
