This is an alternative idea to rebalancing lag, attack speed, and TWF vs THF vs Ranged. If attacks speeds were simply adjusted to a base of 1 attack per second with attack and damage modifiers based on class levels, character levels, race, and weapon choice it could remain balanced without hurting server performance. Everything listed below is be highly adjustable and scalable as well.
This idea involves turning off all forms of attack speed adjustments such as alacrity, haste, zeal, items, manyshot, rapidshot, action boost, and so on. Then finally remove the Two Handed Fighting, Two Weapon fighting, and Ranged feats entirely. This makes the systems design easy to balance, and removes all discussion of stat investment, prerequisites, and the expected returns for the THF, TWF, and Ranged feat chains.
Included is a simple scale model with numbers obviously open to adjustments and rebalancing:
Character level 1 - +5% Generic damage per Attack
Character level 5 - +10% Generic damage per Attack
Character level 10 - +15% Generic damage per Attack
Character level 15 - +20% Generic damage per Attack, +5% Generic attack speed
Character level 20 - +25% Generic damage per Attack, +5% Generic attack speed
Fighter Level 5 - +5% Melee damage per swing
Fighter Level 10 - +10% Melee damage per swing
Fighter Level 15 - +15% Melee damage per swing, +5% Melee attack speed
Fighter Level 20 - +20% Melee damage per swing, +5% Melee attack speed
Ranger Level 5 - +4% Melee damage per swing
Ranger Level 10 - +8% Melee damage per swing
Ranger Level 15 - +12% Melee damage per swing
Ranger Level 20 - +16% Melee damage per swing
Rouge Level 5 - +5% Melee damage per swing
Rouge Level 10 - +10% Melee damage per swing
Rouge Level 15 - +15% Melee damage per swing, +5% Melee attack speed

Two handed weapon: +0% attack Speed
Dual Medium Sized weapons: +5% attack Speed
Dual Small Sized weapons: +10% attack Speed
Ranged Weapon: +5% attack Speed
Human: +3% Generic attack speed
Elf: +6% Ranged attack speed
Warforged: +6% Melee damage per swing
Halfling: +6% Melee attack speed
Drow: +6% Ranged damage per shot
Dwarf: +3% Generic damage per attack
Examples:
A Human Rogue 12, Barbarian 6, Fighter 2, with Frenzied Berzerker 1 using two daggers would get +23% attack speed while attacking once per 0.77 seconds and hit for +45% damage on his swings alternating between which weapon was used each attack.
A Dwarven 18 Ranger, 2 Monk with Tempest 3 using two longswords would get +35% weapon speed while attacking once per 0.65 seconds and hit for +40% damage on his swings alternating weapons
A Warforged 20 Barbarian with Frenzied Berzerker 3 using a two handed sword would get +10% attack speed while attacking once per 0.9 seconds and hit for +66% damage on his swings.
A Halfling 20 Monk using Handwraps would get +46% attack speed while attacking once per 0.54 seconds and hit for +65% damage on his swings.
A Drow 20 Ranger with Arcane Archer 5 would get +25% attack speed while firing once per 0.75 seconds and hit for +56% damage a shot.
This is all open to adjustments for individual classes, races, or prestige classes damage and/or speed. I would like to hear discussion on the concept as opposed to any individual numbers if that is possible.
