Dwarf with TWF and Heavy Armor

I want to make a Dwarf that uses two Drarven Axes and Heavy Armor.
Ranger seems obvious but can rangers get Heavy Armor?

So im up to lvl 8, fun so far, much dps.
I goofed and took heavy armor cause I forgot Mithral is medium so I gota change that.
So now I'm not sure if I should go Temest and how to get there.
