Glittering Dust is a common collectible -- you turn in 3 and get a level 2 scroll. AFAIK, it is not used in any rituals. My main toon is a ranger, so Glittering Dust is essentially useless to me. Not that I am complaining, but why on Eberron would anyone pay 800 plat for what is basically four random Lvl 2 scrolls? Does Glittering Dust have some other use I do not know of? Or is it simply wizards 3-4 desperate to grab every scroll for their spellbooks as fast as possible?
