i heard you get this ability at lvl 15?is it only available if you are dark or both path get it?

According to the compendium, only pre-req is level 15 monk.

Once you hit 15 look in your feat list on your char sheet and then drag and drop the quivering palm icon to your hot bar. Looks like the stunning fist icon.
