Flickering/Stuttering/Artifacting

I've tried alot of things but reinstall DDO because I would rather not redownload it if I don't have to. I've changed video drivers properly ie uninstall, reboot safe mode clean remains, reboot install new drivers. Ran adware cleaners and virus scans, defragmented the pc and it still persists. It doesn't happen all the time but only with this game doesn't matter if the settings are maxed or lowest it still can happen. My pc is more then enough to handle this game but I don't know if it's windows 7 thats causing it or if it's the windows aero bug that is causing it, I just wanted some other opinions before I download again since it's a big file. I had this game installed on vista then got upgrade to windows 7 so not sure if that had anything to do with it rather not do a fresh install of win 7 until i have another hdd since my current is only SATA1 and 8MB cache. Like the title says at times shortly after game starts I can get flickering/stuttering which if I leave it and keep playing it can lead to driver crash and artifacting which I have to reboot pc then, sometimes just quitting and restarting the game can stop the flickering other times reboot or starting another game then quitting fix's it. Using 197.57 beta drivers atm cause the 197.45 WHQL drivers had the same problems at times so I changed to these to see if it still happens, along the way i have tested all of the 190 series and some 180 series with this game and still have these issues after some point.

Well during this wait time I just redownloaded the game, uninstalled it and now reinstalling it if I still get the problems I really don't know what the issue could be. My GPU is pretty new only few months old and not overclocked let alone other games I play more graphic intense then this don't have these issues, guess all I can really do is hope that a reinstall of the game is enough.

EDIT: Even after uninstall and fresh install of the game I still get the same issues, only things I can guess is my install of win 7 was upgrade rather fresh but i don't have problems with other games or programs just this. That or DDO is very picky with drivers and only select drivers work without any problems but I don't think DDO lists official drivers that support the game fine. In which case isn't there someone that can help me figure out just what the heck is going on?
