If I didn't have otwf, what would be my attack penalty on tempest 3 when dual wielding?

Also, do I still get a damage penalty on the off hand if I have the full twf line?

-2. I'd stay with OTWF if you're anything besides an Elf using rapiers/scimitars or a dwarf using axes. You need the to-hit come end game.

is the -2 on both hands?

I am in fact a drow with rapiers so I get +2 racial - is that enough to offset what I'll need at end game/epic content or should I still have OTWF even if I have the racial.

What do you plan on replacing OTWF with, since its one of the feats required for Tempest 3?

Since you're a Drow, you could dual wield a Rapier and Short Sword and still benefit from the racial attack/damage enhancements.
