does power crit. mean a + 4 to confrim meaning if you roll a 16 and a + 4 to confirm to reach a 20 so you only need a 16 to get a crit. shot?

No, it doesn't change your critical threat range.

Once you roll a critical, you must roll again and hit to confirm the critical. If you fail to confirm, you just get a normal (non-crit) hit.

Power critical is pretty much worthless, because you probably will not need the bonus to confirm, and if you do, you can always use a Seeker item.
