I believe you can only absorb some neg levels but not all with the silver flame neck item from the Necropolis pack. You can upgrade the item so that it absorbs 10 neg levels per shrine. I don't know of an item that will stop all neg level loss
Beholders Antimagic/Dispell is unblockable.
WF are immun to negative levels.
Otherwise Deathward spell stops negative levels but beholders will dispell that.
Deathward item wont stop negative levels-just instant death spells.
As mentioned above Silver Flame neck or other items with Spell absorbtion stops all of the Beholders spells.
Beholders can be paralyzed,weakened(with -Str weapons),ranged and killed by instant death spells if you are out of their anti magic eye.
So there are several ways to kill a Beholder

By not standing in front of him... though then you'll have to deal with his other spells.
FRONT:
* Disintegrate (Fort save or take 120+ damage)
* Ennervate (save or take 1-4 temporary negative levels, prevented by Death Ward)
* Telekinesis (thrown through the air, can take no actions)
* Anti-magic cone This antimagic cone is cast by the beholder's central main eye every 3-4 seconds and the antimagic cone effectively dispells any and all arcane and divine spells currently on the player, however this antimagic cone has no effect on the songs of bards. Also, whenever you are hit by this antimagic cone you are unable to cast any kind of spells for 3 seconds, and this can make it difficult for casters, as just before that 3 seconds is over you're bound to be hit by another Anti-magic cone

i guess he is referring to the beholder boss in caverns of korromar. he is a red name and thus is immune to all the stuff you mentioned.
generally beholders have 4 zones (front/back/left/right) that have different effects on opponents in the corresponding zones.
most notable front effect is the anti-magic aura. its only active in a 90° front arc. you get caugt in its sight and you are dispelled and all casting is prevented.

Mantle of the Worldshaper - fixed reward from Threnal chain - absorb 5 spells
Silver Flame Amulet - upgrade in necro1-necro2-necro3 final quests and you get 10 charges to absorb negative energy spells.
Antimagic - just don't stay in front of the beholder, where the eye watch.
beholder optic nerves will absorb 8 beholder spells per item per rest. You can have as many as you can carry (and afford or loot).

And just to put a plug in for the paladin class, paladins who choose the Hunter of the Dead prestige line becoming completely immune to all level-drain effects once they hit HoTD II (level 12). So take a HoTD pally and give him/her a deathblock armor, they are your perfect beholder hunters.
