i building a rogue who can go toe to toe in a fight but can still handle traps as good as any pure rogue . what be better fighter or ranger or a few levels of both as i like the paired weapons for the dps output

I went fighter on my first rogue, but ranger I think is a far better choice now that I have gotten to play around with other classes. Lots of skillpoints with interchangeable skills and free TWF at level 2 alone is more then enough reason. If you were going to take a few of both, take more in ranger imo and disregard fighter entirely.
Two reasons why you wouldn't. To get fighter strength enhancements and feats. Let's face it though, it's better to hide and let the real metal run up first to aggro then to rush in first yourself and try to go toe to toe with your rogue. You want to make the most of your sneak attack.

Short answer is fighter if you're just splashing, ranger if you're going for Tempest. Fighter gets you more HPs & STR enhs, rangers get more skill points (making it easier to maintain your rogue skills) and a healthy set of free feats.
Beyond that, it really depends on what you're after.
