I would say a Two handed fighter, probably using a Greataxe.

Two weapon fighting has too many penalties and not enough benifits at lower levels but more than makes up for it at higher levels.

Barbarian rage is a great way to increase DPS as well as Power Attack, but again at low levels the penalties are a little harsh and not worth it most of the time.

Dwarven Fighter with Greataxe using dwarf axe enhancements is probably the best way to go for low levels, but will fall behind at higher levels.

If you are looking for more utility a ranger is great at DPS and has a lot of other spells/skills/abilities to make that class more versitle as well.

The real question is not what the highest DPS will be at this level, but why one would plan for a toon that only reaches level 5.

Can't do Barb and Monk on the same toon, sadly, since Barbs can't be Lawful and Monks have to be Lawful.

Other classes with alignment restrictions are Paladins (have to be Lawful Good), and Bards (can't be Lawful).

On behalf of the actual build itself, I would say a Dwarf Greataxe-fighter, probably. Grab yourself a Carnifex and kick some major tuchas.

When I was a guild leader I capped builds at various levels so I could play with new people. I kind of doubt that is whats going on here but who knows.

I think the best would be a Two Handed Fighter with power attack, cleave, weapon focus, weapon Sepecialization. A monk with power attack may well be up there too. A 5th level monk can be pretty darn nasty.

If you're talking n00b 28-pt builds, I'd say a 2HF barbarian is the easiest DPS build to make: either dwarf or Warforged; put all your points into STR & CON and your level-ups into STR. Minmaxing for beginners. :-) Note that this is NOT the easiest build to solo, though: your AC will suck and you'll grab aggro most of the time, so you'll get hit a lot, which means you'll need either a fat stack of potions (expensive) or a healer. Ideally you'll also want an arcane caster along who can keep you buffed with Blur / Displacement, Stoneskin, etc.

Carnifex is a pretty sweet greataxe which drops from the Delera's Tomb quest chain. Be a while before you can run that adventure if you're just starting, though.
