Who has to die to get a stick thread around here?

Every other forum I have ever been on has mods who Sticky Threads that have valuable community generated content. Why, for example, aren't the Definitive Static Rewards and Unique Loot Thread or the Character Planner thread sticky, to name a couple. This would be helpful to newb's and vets so I don't have to dig for a link every time I need it. It really doesn't make much sense why they aren't sticky. So who has to die to get a sticky thread around here...
