You can do Rogue19/Monk1, which acts just like a rogue except he punches monsters instead of using rapiers. Sneak Attack and Assassin kills work just fine with unarmed handwraps, remember. He has better AC than most rogues because both his dexterity and wisdom modifiers apply. Rogue level 20 has nothing good, so it's fine to miss it. Going down to Rogue17/Monk3 or even Rogue14/Monk6 are also fine ideas, to get the Aligning Heavens buff or Unbalancing Strike debuff.
You can also go the other way and do Monk19/Rogue1, which acts just like a monk except he has skills to disarm traps and cast scrolls (UMD). However, missing out on monk20 is a little painful, as it includes DR 10, +10 concentratino, and unarmed damage.
Either way you do it, be sure to get the full three feats of the TWF chain (which will require a 17 naked dexterity). Some people will advocate a rogue/monk using a quarterstaff, but that's a bunch weaker in normal situations.

A good race for rogue/monk is halfling, because its easier to meet the dex feat requirement, and the racial Guile improves DPS when unarmed (and grouped). Because it's tricky to keep skills up as mostly-monk, I suggest you do rog17/monk3 or rog19/monk1, but it's up to you.
Feats to want:
Power Attack (req 13 naked str)
TWF, ITWF, GTWF (req 17 naked dex)
Toughness
Imp Crit Bludgeon (maybe)
Skill Focus UMD (maybe)
That means your stats would have to include 13 str and 17 dex, although you get +1 stats at level 4,8,12,16,20 which count towards that. Tome bonuses also count, but enhancements and other items do not. You could choose to put your level-up points into strength or dexterity (if dex, then you also need the Weapon Finesse feat)
Intelligence and wisdom can be low (it's a myth that rogues need high int, although it has some use). If you're mostly monk you'd want a bit more in wis (DC) and int (skills). Charisma can be very low either way. Constitution should get a few points into it.
At around rogue12 go for the Acrobat enhancement, switching to assassin if you hit rogue18. Note that acrobat includes a bonus with quarterstaff, which lures some players into using that weapon, but handwraps are still better.
