Banned country from payment method

I tried to use paybycash for my account renewal, as it is much easier for me rather than using my credit card. From there I chose pay by paysafe cards, but paybycash informs me that there was a request not to accept payments from Greece. I do not know if this is the proper place but it is the least frustrating to see that my country is blacklisted on grounds of what precisely? I would like an answer, if possible.
