Buying points

Hello. I've bought points a few times from DDO store, but now all of a sudden, it does not work any longer. I use Paypal to buy points, but now, after I ingame connect to my paypal account and click "purchase" it loads a while, and then sais "Payment capture failed" in red letters. Please assist. Paypal reports that Turbine has cancelled the transaction at every attempt to purchase points.

Oh yes, and on top of this, my premium account has been downgraded to free account (problem with characters slots, etc etc), just like the rest of the community ;P. Please resolve asap.
