Looking for Scourge Choker

I'm looking for a Scourge Choker as said above. I am curious though, someone mentioned that the Blood Rage gives a -50% attack speed fatigue? I also heard Warforged aren't immune to it. Which I think is unusual. Could someone enlighten me to the truth, and what you're looking for in trade.

after the 1st rage fades into the second, then the second rage fades into the third, the third fades into like 8-12seconds of -50melee and ranged attack speeds.
