Bought New Character Slot

I was reading online how I was suppose to unlock characters held in storage from downgrading from a VIP to a Premium account and I came across this.

Under "What Happens to My characters" it said "If you'd like to unlock an additional character, you must purchase a slot for it. However, when you purchase this slot you'll also be given the option to exchange the characters in any previously unlocked slots with any of your locked characters."

So I bought some Turbine Points and bought a new character slot but was not given an option to unlock any of my characters That I could see.

Now I have 2 empty slots but didn't gain access to any of my locked characters. Is there something I need to do to bring up the list of locked characters? Or did I just basically waste 500 point?

Any help would be greatly appreciated.

Alleron, I recommend that you fully close the game and then re-open it. If you still can't swap characters, please submit an Account Management inquiry (link in my signature) so they can research this.

Thank you for the suggestion. I have completely logged out several times now but still does not give me the option about my stored characters. So I will take your advice and send in that email to account management.
