I got mine at level 20 after a couple months of ransacking ghosts, me taking a break from game, then farming the sub location for a few weeks before trading someone who pulled it in party.

didnt even think of getting them until i was 13,never really worried about em before i tr'ed my acrobat.actually most people dont even use em any more so i kind of forgot about em

It's a myth monks have good AC. They have better AC without trying than other classes, but if another class actually tries to get AC they have a much easier time of it.

If you could pull off 30 dex and 30 wis, or somewhere thereabouts (probably more wis for a pure monk balanced by less dex)...

10 base
10 dex AC
10 wis AC
1 size bonus (if halfling)
1 dodge feat
4 dodge icy raiment
1 dodge icy raiment ritual
8 ac bracer
4 shield wand (if you have the UMD)
5 combat expertise
3 barkskin potion
5 deflection, either a random item or a min2 accessory
1-5 monk centered

Going on 63-67 here. Continuing with higher AC gear...

would bring you to 70-74. Then you've got the uppers from higher tier tomes, higher wind stances, exceptional bonuses, epic items, haste pots, recitation wands, etc.

You can theoretically get to around 83 with this, and into the low 90s full raid buffed (including a paladin), but you're still looking at needing ridiculous gear and being forced to use kamas or a QS for 4 of it, which is terrible.

I think if you wanted to go full on AC-gimp, you could get to 99, but...ew. Kamas.

If you have enough to level with so that you're not just taking massive damage, that's really enough. At 65 AC, I can ignore most mobs in Amrath except for bearded devils, which I need ~71 for, and ~75 in ToD for Jailer tanking, so if it wasn't something you had in mind when you built your character, don't get too obsessed with it.

They have the typical named loot drop rate... I seen all of 18 drops in probably a few hundred runs... is more luck of a roll than anything really.

Regarding +2 tomes - I've had them as end rewards for both Hound & VoD and my (then) L18 Wiz got one for Ultimate Aura from the Traveller (NO blessing BTW - he got +3 Heart for Blessing the same set of runs).
