There are two basic choices and a third choice IF you have the resources.
I will go with the resources one first. IF you have enough material or plat to buy the material, you can Lesser Reincarnate. Take the Monk down to 1 and add a couple of levels of Rogue.
The basic choices are splash one with the other. I am going off of the assumption and you have a Monk3/Rogue1 (not Rogue 11 as appears in the post). They key here is upping the Int every chance you get in order to keep the rogue skills as close to max as possible and just going with Monk19. Maybe adding a level or two of Rogue IF you want more SA dps as well as are having trouble with making your "rolls". The big problems here is that Monk PrEs have not come out and once you take Rogue3, you will lose out on Tier III Monk PrEs.
The other choice is Monk3/Rogue17. You get FoL and some of the Light Path stuff as well as ALL of the Rogue specials (at 10, 13, 16). Also, you get Tier II of the rogue PrEs. The key with this one is adding to Wis when you can for AC as well as using Monk weapons in order to generate Ki but otherwise doing Rogue stuff. After all, you can SA with Staff, Kama and Handwraps. It REALLY sucks (for the mob) when you combine several types of damage (like Lightning from stance, Fire from Handwraps and SA) as - at low levels - they can't be immune/ protected against everything!!
Are you seriously suggesting dumping level-up points into int? An 8 int monk will get enough skill points to max UMD and concentration, but at level 4 you're probably better off rerolling to go pure if you want to be a monk (this is the real basic choice, and it's not resource intensive at all), or stick with monk/rogue multi. 3monk/17 rogue is pretty good, giving you access to path attacks and finishers, but 13 rogue will give you improved evasion, acrobat II, and cripling strike, which is all you really need, and the 10% attack speed boost to quarterstaves is possibly useful to you.They key here is upping the Int every chance you get in order to keep the rogue skills as close to max as possible and just going with Monk19.
There are two main reasons to Rogue splash: SA and DD. Also, OL and sneak are corollary benefits of a Rogue Splash. So, you need a 12-14 Int in order to keep DD up as you are pouring double points (as it is cross class) into that skill and need a +1 or +2 to skill points (as opposed to a -1). As I understand it, only permenant stat points count towards ANY raise in stat.
So, having Int ring, etc. would not help but Tomes, level and enhance would. As such, some of the level points would have to go to Int as the enhance points would go to Dex (unless you are playing human and can use the split for 1 Int point). IF temporary points do add to skill up, of course, none of the above as well as most of the below applies.
The problem here is that the Rogue does not necessarily synergize well with DDO Monk. In PnP, Ranger/Rogue/Monk pretty much rules as you get Improve Evasion (with a +2 to boot) and TWF for Free as well as not being stuck with 32 points (as many DM still let you roll dice).
So, the OP acknowledges that there will be problems but wants suggestion to deal with them. The BIG problem is how to keep the Rogue skills up IF he goes beyond Monk3. I will admit that there is gear that can help but how much of that gear will help with Monk stuff as well. Very little that I know of (once again, I do not do raids above 16th level so...) and that means using gear to augment the Monk stuff and using Tomes, level and enhance in order to augment the Rogue skills. Once the OP has a permenant Int of 12-14, the basic Monk build can be resumed. It will most likely not be as good as pure Monk but if we can get close that will still work.
BTW - until the Monk PrEs come out, I would agree with you that Monk3/Rogue17 is the better choice. There are a couple of toons that I am delibrately keeping low until (hopefully) Monk PrEs come out soon.
