Spring Attack question for builds

I've read alot of Ranger builds of people taking Spring Attack but they only have 8 intel. In the game it says you need Combat Expertise as a prereq, which needs 13 intel. I dont see them using intel tomes or putting all their 4th lvl attributes in intel. Am I missing something?

it should not say combat expertise is a pre-req for spring attack, its not.

CE is a pre-req for improved trip and feint

spring attack's pre-req is mobility which itself has a pre-req of dodge

Spring Attack has prerequisites of 13 Dex, Dodge, and Mobility.

I'd double check the tooltip in game, it seems you may have been mistaken.

Maybe I was thinking Whirl Wind attack...
