A lesser restoration potion will do the trick, and you can buy them all over. Always carry some on you.

Lesser restore potions are also incredibly cheap. But they are considered "low lvl" potions, so you have to buy them in the marketplace tent, or in Gianthold (at least I think they added them there). Panacea also removes enfeeblement, as does resting at a shrine.

At lower levels, Spell Resistance does a good job of blocking them.

On a related subject, what about fatigue and exhaustion? Is rest the only way or is there a way to do so without having to find a shrine?

Again, either restoration, lesser restoration (or a pot thereof), or Heal. It may take two lesser restorations, I don't remember the details.

By PnP rules it would take two.

In the game fatigue and exhaustion both only take a single lesser resto pot to remove.
My wizard tends to keep a stack of 50+ lesser resto pots on hand.
