If I have an 8 wis on my monk, will I suffer -1 to my AC or does the "bonus" only apply if the modifier is a positive number?

As said above. Not a good idea to have 8 WIS monk, IMO.

Apart from not getting an AC bonus, making WIS a dump stat means you can't use Water stances and your monk DCs will suck. You wanna play a warrior with low WIS, go roll a barbarian. ;-)
You can't use water stances beyond the first one.
I probably would not do this for a pure monk, but for my WF Kensai II/Monk unarmed specialist, I'm running with an 8 base Wis and it is working well so far. He uses stunning blow instead of stunning fist. His concentration and AC are lower, but his damage and to hit are higher.
