item advice please

i was talking to a guy in chat and he mentioned some items that might help out an archer. if you guys could let me know what quests drop these or if they're worth farming to get it would be appreciated, or any other tips you can think of, thanks.

1. a quiver that increases rate of fire?
2. said that icy raiments fell in subterane more than in ghosts
3. black dragon armor, is it worth the scale farming?

2. i don't actually think the droprate is higher. but you can take 11 more ppl with you and there is other nice stuff that can drop there too. and its faster. and you get a group going more consistently.

FYI, black dragon armor does not stack with haste...ToD rings do however, but Im not 100% on how the ToD rings stack with the quiver of alacrity

ToD stands for Tower of Despair. It's a raid where set item rings drop. the flagging quests drop the items to gain set bonuses when put with the rings
