Default Feats - the hard choice on a tempest rogue

With all the new past life feats that have come i am left with some hard choices on my dex based tempest rogue build. I can choose two of the following feats:

    1. Toughness (gives 42 hp with the use of 3 AP)
    2. Power attack (gives +5 dmg but also -5 to hit)
    3. Rogue past life (+1 to all skills, +10 SA dammage for 3 mins and SA to hit)
    4. Fighter past life (full bab and +4 to hit for 3 mins)

Combat expertice is out of the question as it requires atleast 10 int, goes off with scroll use and u can use defencive fighting (i place those two build points in wis/dex so wont come off more than -2AC at no feat cost)

I havent tested the rogue past life feat yet so i dont know its potency. Hp on this build is about 500 with the toughnes feat.

Which two would you choose and why?

1 and 2 are far superior to the other two.

    Thanks for the feedback.

Was really a fan of PA before epics came out, but now im not so sure. Havent bin able to play any epics yet (as i just started from europe), but i hear that even fighters have to turn off PA to hit stuff. In other content dps is mainly useful at bosses and 3 minutes of 10 SA dmg is equal to PA even with 50% fortification (assuming the battle dosnt last much longer). The +1 to all skills is also very nice.

PA is nice but its a small part of rogue dps against sneak attackable mobs, so as soon as u miss on a 2 its better to turn it off.
