Can a full paladin build hold aggro with intimidate being cross class? Does the paladin threat enhancement suffice?

It will suffice if dps high enough but it is hard to do and keep a good ac and mange to not just be a sponge with aggro.

You lose 12 points from it being cross-class, which is a major hit but far from fatal. With gear, you can still hit the end game stuff with reasonable DCs like Harry, Sully, etc. You're probably not going to be getting Xy'zzy or epic Lailat, but I think you can deal.
It's still definitely a worthwhile skill to take if plan to tank and you intend to invest at least some gear into it.
Paladins can obviously hold aggro just fine through DPS hate, too, but intimidate really adds some extra kick.
my first intim characther was a 12 pally, 8 fighter, with full ranks in intim.. was able to hold the hound on a 3 on elite... so it is possible as long as you have the gear....

Well, he was asking for a full L20 pally, I think.
Personally, I think multiclass is very viable for pally tank. Not only do you gain intimidate as a class skill, you also gain tower shield proficiency with ftr plus 2 extra bonus feats.
I spent mine on Skill Focus: Intimidate and Dragonmark Deneith (+2 intimidate, free shield of faith).
That started me out with +5 intimidate, with 8 human feats left. I then spent my human feat on Khopesh so that I could still fight back, even without the capstone.
Also, Instead of going 2 ftr I went 1 ftr and one monk, as that brought Balance and (to a lesser extent) Tumble into being class skills.
Between CE and DoS PrE I am in the mid 40's for AC and upper 20's for intimidate at L8, and even in Adamantine FP with a Steel Tower Shield I do not have a neg balance.
Well, in 3.5 it's still considered "cross-class" even if it isn't a class skill for any of your classes, so long as you are allowed to train it.
Heal, for example, is a cross-class skill for a L 20 barb. Disable device would not be, however.

EDIT: And as to the OP, he said full paladin. I think you are on the right path with MClassing, though.
