It would be a good idea to apply the same logic to other named items under the level cap, like raid loot from old raids or collectibles that once were level cap grinds like the Tome of Legends or Gianthold dragonscale amors. As it stands, the amount of grind required to obtain those items is rarely worth the benefits (with the exception of some ridiculously overpowered pieces of loot like Chattering Ring but that's another topic).

Deception on a finesseable weapon that uses a stat for damage that my rogue has a positive mod in (i.e. not str).
And what she did or did not do with kukri is none of your business, a halfling is in-titled to do whatever they please with their weaponry thank you very much.
I agree that's real nice. I'm looking at my capped dex-based assassin rog and just the INT for damage mod would add about 5 damage per hit over a STR mod based kukri for an epic version. Too bad I'm not proficient with it though with just a monk splash. Oh - and I don't have IC:Slashing.

It's a problem that those changes are so easily missed. When a weapon uses non-standard modifiers to attack or damage, it should be noted with the other item's enhancements. The same goes for larger (or shorter) critical threat range, greater (or lower) maximum dexterity bonus, greater (or lower) base armor bonus, etc.

Yep, high int characters will be unlikely to have kukri prof, although at least Wizards can cast Master's Touch. But +5 damage isn't really great: That's worth about 2d6, and what's the chance you couldn't simply have found a Holy rapier instead?
That's the same reason the existing Epic Zephyr is bad: Yes, some characters have higher dex than str, but not enough higher to compensate for all the 1d6s of damage that a greensteel weapon could easily have.
An additional problem with implementing it this way is that strength cannot be used for damage on it, making that kukri useless to nearly every character that actually has kukri proficiency (regardless of whether his attack rolls use strength or dexterity).
That leads into the situation where players say: "Oh I don't like that quest because it has no loot good for me". (I have already made a suggestion to change this by allowing such items to use str or int, depending on which the character is better at)

Ran through 2 boxing on hard, last quest on elite was only one to drop anything, still no sigils from a chest. Drop rate not looking too hot sofar, I have run the whole chain 3 times on hard effectivly and the last quest 2 extra times with no sigils dropping only from one time only end reward...
