There's nothing that you need a high jump for - between an item, Fighters generally having a high str, and several classes having access to a buff for +30, you can almost always get over the +40 cap when you need to with some swapping/buffing. However, I've always found it to be very useful to be able to jump over things without being buffed, so it's a decent secondary skill if you happen to have extra points available.
It's nice to have some Jump, but it's not needed.
Balance on the other hand... You're gonna want that.

I will 3rd the fact that they stack but caps at 40.
Its good to put at least 10 pts into jump if possible. Theres not a lot of other stuff that sucks more than being backed into a corner with a group of monsters and being unable to jump out. Or knowing if you can jump up to a certain ledge you will be safer from harm and jumping just short of it. Or having to do the Mario Bros. thing and utterly failing everytime. Spells are good but having to depend on someone else having them is bad......if u cant clear a haflings head, you should maybe invest a pt or 2.
