    A few things I would change:

    Favoured Enemy...you really need Evil Outsider here as the end game is all about devils. Drop constructs for Evil Outsiders.

    HP: You need more. +20 from Minos inc Heavy Fort is a vital item IMO, and stick disease immunity of GFL on the belt, Veriks Necklace for +6 con and +2 action boosts.

    Outfit for SR? If you must have SR on an item, get Ring of Thelis from Hound for SR22 and +175SP.
    Whish also reduces the cost for using Empower by 2sp, and you could swap Power Critical for Empower for some self healing. Power Critical is a feat no one really takes. You shouldn't have any problem confirming crits with +38 to hit.

    Either Icy rainments for AC or Dragontouched robe/outfit for various abilities.

    Where is Power Attack? Drop TWD for it or Power Critical and don't take Empower. This is a must with such a low str for melee, no point dropping mobs to auto crit with WoP if you take longer to kill an auto crit mob than a fighter or barb without auto crits.

    You may be able to get away without OTWF, if you find you can, swap this for Quickdraw maybe so you can switch to some heavy picks one a mob is on auto crit. Not vital but an option.

    What are your plans for raid bosses?

    EDIT: Heal is a terrible skill, good clerics don't even take it. Go UMD, with 11 ranks you can still hit 26 easily and use raise dead scrolls, bypass race restricted items (handy for cheaper items that no one wants coz it is RR halfling), shield/blur wands and fireshield scrolls. Ranger skill boost works well with UMD.

    While interesting, this build needs the mods Khellendros suggested. I'd say more too: drop the dodge, mobility and spring attack. Power attack is so much more valuable. You need more con. 500+ hp is needed to tank anything at lvl 18 - 20

    bit silly to necro a thread to make a pointless and almost completely misguided attack on someone who offered fairly solid advice.. the only thing i disagree with in Khellendros's post is the metamagic feat. even with the sp reduction, empower healing comes out ahead at +10sp for 50% increase rather than +13sp for the same increase ( and you can drop that to +8sp with lorikk's necklace).

    in response to Lo Mobility, dodge and SA are required for Tempest so they cant be dropped.

    In regards to the build itself i dont see the total build make up in the post. im sure with 3 toughness feats your hp would be hitting 500 at least with the right gear.
    i would personally drop FE giant for Evil Outsider, and Power critical for Power Attack. also if you can hit 13 int try and fit Combat Expertise in there, since you look like you're a WoP build having the right gear like Icy's and chattering ring combined with CE's +5 AC will be pushing you into the high 60's maybe even 70's (just a guesstimate) and thats pretty much great AC in most end game quests.

    @Infi: yeah, good point! Also: not every player has the impetus to raid and quest like you do....


    Oh and about the Dodge, mobility and SA thing: yeah, brain fade... Forgot that tempest needs it as a pre-req...

    OP: start raiding a little, get yourself into the habbit of raiding regularly... Start with Reaver raids, shroud, hound and Vision of destruction. Work towards goals...

    Some re-arranging and modifications. Endgame you show some medicore items and no real named items with some quite difficult items to get like 2 WOP rapiers...
    Spend a lot of time in the Shroud it is great stuff and work towards the TOD sets/Epic gear.

    Favored Enemy: Construct - I would change to Elementals.
    Favored Enemy: Giant - change to Evil outsiders once you finish with gianthold

    Mask Wisdom +6 - Minos until epic
    Necklace Constitution +6 - Greensteel Concordant Opposition Item (+6wis.. I use Wiz6/Poison&Fear Immune/100sp also gives a +4 to CHA skills for UMD) after 20 shroud runs for cleansing stone (craft cloak first). +6 wis until then
    Bloodstone
    Cloak Resistance +5 - Greensteel Cloak-Min2= +45hp/heavyFort/+5Protect AC
    Belt Strength +6 - Amarath Vornes Belt +6 Con/GFL
    Ring Greater False Life - TOD Ring Gnawed +6 STR, str ring until you get it.
    Gloves Dexterity +6 - Spectral Gloves
    Boots, Balance +11 - Striders/Boots of the Innocent
    Ring Heavy Fortification - another TOD ring and/or swap in ring for situational areas.. Thelis,FF, Perma-Resist etc...
    Outfit, Spell Resistance (19) - Icy Rainments with AC ritual anything else is a waste until epic.

    Rapier, +1 Enhancement Bonus, Wounding, Puncturing - Expensive and hard to get item - nice if you have them.
    Get vorpal kukri's(still finessable) and craft Greensteel rapiers, you will need beaters for named and warded mobs. a Min2 and a Lightning are two good ones. as well as all those situational rapiers for the collection as needed.

    Goggles of Blindness Immunity - Tharnes.. use the Korthos +1 Attack Goggles until you get them. buy pots of remove blindness for those rare times you ever do get blinded.
