Add maxamize, extend, empower, maybe expand and heighten, spell pen etc.....

Start with 20 Int and 16 Con.
Pick up Extend, Maximize, Empower, Heighten, Quicken, Spell Penetration, Greater SP, Toughness, Insightful Reflexes and whatever you want from the following for your remaining 2 feats: Mental Toughness, Improved Mental Toughness, Spell Focus (Enchantment, Necromancy or Conjuration), Greater Spell Focus or a second Spell Focus.

Okay, a few things I noticed right off the bat:
-Listen is pointless. If you want to be able to notice stuff, take ranks in Spot (worth taking on a wizard).
-Heal is pointless, irrespective of class or role. Dump it.
-If you are going to include UMD, you need to max it out, possibly considering bumping Cha to 12 starting rather than Str to 10 in such a case, and maybe picking up Skill Focus: UMD.
-It looks like you've put a few points into random skills--a couple of points in Hide, one in Intimidate, etc...--no point in doing that.
Your feat order could use some work. Mental Toughness is not incredibly useful initially, and neither is Toughness (level 3 is when the first enhancement becomes available, which is a better spot to grab it). Spell Penetration isn't really needed until around level 12 or so, as you face very few monsters with SR before that point.
Insightful Reflexes is useful pretty much from level 1 to 20, and therefore the earlier you take it, the more benefit you'll have gained. Extend is also very useful early on when the duration on your spells is often insufficient for their utility (ie. crowd control doesn't last long enough in big fights, or with tough monsters, so you Extend to have it last long enough; buffs often run out too soon without it early on). Maximize (or Empower) is also good to get earlyish, as, even though it's expensive, being able to turn it on and really destroy something when needed is a useful option to possess. I'd say that you'd probably want both Extend and Max or Emp by level 7, when you get Wall of Fire, as buffing that spell is more efficient than casting multiples usually.
My suggested feat output:
1. Insightful Reflexes, Extend
3. Toughness
5. Maximize
6. Mental Toughness
9. Improved Mental Toughness (probably worth dropping this later on for Spell Focus) or Skill Focus: UMD
10. Heighten or Empower
12. Spell Penetration
15. Greater Spell Penetration, whichever you didn't take at 10
18. Spell Focus
20. Quicken (I kind of like having this earlier)
Ultimately, the feats that could stand to be moved around a bit are Quicken, Toughness, Mental Toughness, Improved Mental Toughness, Spell Focus and maybe Greater Spell Pen. I managed to run a wizard up to 20 without Toughness, and I run Epic content with that character, still without. MT, and certainly IMT end up being kind of underwhelming considering your other options. I'd really push for swapping at least one out down the road for a Spell Focus feat.
I liked using Quicken earlier in the game, but it only really starts to come into play significantly in The Vale (~13-15) as your Concentration score often will not be enough out there, but it's not really a big deal.

I've leveled 2 wizards now without ever using Master's Touch. Heck, I don't even think I have it scribed on at least one of my wizards.
Mind you, I tend to do very little soloing on these characters early on, but I managed without. The extra point of attack and no penalty to damage is nice, but far from a necessity.
