Totemic Staff of Splinterskull bugged

When I change from any weapon to the Totemic Staff of Splinterskull on my level 19 sorc, the DCs of all my spells drop substantially. Is this happening to anyone else? This is the only weapon that I have that does this.

I can test when back from work, but the more important issue would be why you have that on when casting spells. Isn't it just a clicky with nothing else worth mentioning?

I was using it for the clicky and noticed that the DC was wrong on my spells when I let my mouse rest for a second.
