Exclamation Oversized TWF not working right?! and a bit of a rant

I took oversized TWF, but I'm still seeing less damage on the off hand. Using a GS Dwarf axe blank as a go by.
    +30 2d8 +15 slash mainhand
    +30 2d8 +11 slash offhand
I took this over cleave way back, I think cleave a wasted feat, it doesn't work well IMO. I know you have to take it for Frezied B. Turbine wants us to waste a feat for it, it's bogus!
The paladin class does not have to, why should the Barbs?

    The rant
But the truth of the matter is they nerfed the Barb compared to PnP and got rid of critical rage!!! That why the casters pull ahead from level 12 and up. How many barbs has had the the casters steal a kill with PK or FOD ?? I wish turbine would go back to PnP roots and truly balance the game! I can't be the only one that feels this way!
And for the record I've never played WoW and I'm a paying Sub
This is the 1st MMO I've felt good enough to spend money on after the 1st 2 months.

OTWF doesnt affect damage at all, reread its description

Ok. Take your brain eraser, and erase everything you thought you knew that you wrote in this post. Now, copy down the following into your notes instead:

Oversized TWF allows you to wield a large (non-rapier) weapon in your offhand with no penalty to hit, increasing your to-hit from -4/-4 to -2/-2. A barbarian should have no need to take this. Rangers take it because it is one of the list of pre-reqs you can choose for tempest III. Most rangers choose it as the +2 to-hit can mean something on occasion. There is no damage increase.

FB is better than critical rage, so the barb is very powerful.

Also, barbs are in the big 3 DPS - DPS fighters, tempest rangers*, and barbarians. Casters are much weaker DPS-wise compared to casters, and, above lvl 16, generally pull ahead in the killing department due to mob's higher saves and occasional downright immunity. So, casters really are only better at about lvl 10-15, but that's not to say that casters aren't a worthwhile class to play.

*I know some people may argue with this, but whatever, this it not the time or place for that.

If you aren't using OTWF as the pre-req for Tempest III, then you probably shouldn't be using OTWF.

There are various reasons why this is true that I will not go into here.

Visty is right though, if you read the description it will inform you that it only affect your to-hit not your damage, nothing will ever make your offhand damage equal to your main hand damage, unless you count two handed weapons.

I can think of a way to make it more

Get a low STR character. Put a T3 lightning in the offhand, a the delera's club in the mainhand. Most likely, you'll be doing more damage in your offhand!

This wording is confusing, I would have said a non-light weapon. OTWF will increase your to hit if you are wielding a rapier in your off hand. It will not affect your to hit if you are wielding a dagger, kama, light mace, light hammer, sickle, short sword, scepter, handaxe, light pick, or other non-rapier finessable weapon in your offhand.

I meant if all other things are equal. My bad for not clarifying.
