Sorcerer Capstone Enhancement Bugged?

I was reading a guide and it said never to take the capstone because it's bugged and doesn't work. Is this true? Was this a problem of earlier versions of the game that has now been fixed? Can any level 20 sorcerers attest to it actually working?

It was a problem previously but has been fixed. The capstone was also changed in order to facilitate quicker delivery of a functional capstone, since the previous incarnation was more complicated than the new one.
