Spell pen and metamagic enhancements (particularly meta's) are not necessary.

A build focused on pure damage doesn't care about spell penetration when they dont have to make spell pen rolls.

Just personal opinion, even speced mainly for fire/ice damage my sorc still uses flesh to stone and finger in a lot of cases where a fw would mess things up, especially in higher lvls, and without spell pen, you're gonna be wasting time hitting without full effect.

Places where flesh to stone and finger actually work are not challenging parts of the game. Yes, it's helpful to have spell pen for them to work. But if they do work, it's against monsters that are weak and pose no threat in the first place.
