Yes

Shields don't interfere with evasion, only worn medium or hvy armor. Robes, outfits, and light armors are OK.

Evasion should not work with tower shield.

Absolutely wrong. Nowhere in the description of evasion in DDO *OR* in PnP does it get restricted by any shield. In PnP you lose evasion by carrying a medium or heavy load, or wearing medium or heavy armor. In DDO you lose evasion by carrying a heavy load or wearing medium or heavy armor. They lightened the restriction of the medium load, as a DEV put it, "To offset the fact that you can't tell the DM that I drop my pack"
