tooltip problems

I am having trouble with the tooltip. I used to be able to run my cursor over an item and it would display info on the item automatically, whether it was on my character or in the backpack. Now if I want to see the item description (including items in a chest) I actually have to click on the item and then click on the examine button in the window display. I have checked my ui settings and the tooltips are all toggled on, including the compare items tooltip. Has something changed with the tooltip, or have I somehow turned mine off?

I decided to reset to default, and that solved the problem, but I was unable to determine what was wrong to start with.
