Deleras Quest Chain through House J then into DEleras Graveyard.

You need to do Deleras 1-3 then Thrall of the Necromancer.

It is an end reward for the whole chain, it is always available.

    Default how does it work?

    /hijack

I'd like to know if the VoM has to be on a the beginning/end or for the duration of the quest? Or is it just whenever experience gets triggered?

Want to know how swappable this item is mid-quest? The XP bonus is ok at 5% and the Luck bonus is ok at +1 - but there are other trinkets that I'd like to have at other points in a quest.....ie SP at a rest shrine until the bonus SP are used etc...

You only need to equip it just before the quest completes...

You'll often hear "Voices On!" before the last fight or the last action to trigger completion as a reminder to equip it....but don't rely on this!!

And take a look in there for Mantle of the Worldshaper. It's a big help when paired with Voice of hte Master for anyone that can't cast True Seeing on themselves.

...now, if only True Seeing let us find those eggs....

On a related note, my main character is level 12 and has a pretty decent Listen score (she's a bard) so I can generally tell when enemies are near even if they are invisible/hiding. So does True Seeing do anything useful for me? Does it show secret doors or traps? I just picked up Mantle of the World Shaper in Threnal and was surprised to find the True Seeing effect come on and am not really sure how valuable it is.

Also are there any other combo items like Voice of the Master+Mantle of World Shaper that produce a bonus effect when used together?

There are lots of items that produce extra effects when paired. Check out http://ddowiki.com/page/Unique_item_sets

Also, you're hitting the level now where your opponents will start casting Blur or Displacement on themselves. Their Blur gives a 20% miss chance to your hits. Their Displacement gives a 50% miss chance to your hits. That means you have to make 25% more swings at a Blurred opponent and 100% more swings at a Displaced opponent to take them down. Against self-healing opponents, this is especially painful.

True Seeing lets you see where your opponent really is so that you can hit them every time you hit them instead of seeing "concealment" or "displaced" or "blurred" instead of that lovely "-75 -12 -6 -9 -3" floating above their head.

As others have said. It is in deleras. It always drops, however many of the other good named items do not. If the golden catouch drops (+3 UMD) grab it instead. Likewise for the carnifex (in my opinion, low level vorpal). The order if everything drops I find for me at least is carnifex-cartouch-voice.
