skills feats enhancements

do not know if i am in the right spot but here goes okay i kinda understand the skills for the charactor, but package skills feats and enhancments toghether how dose that work? i guess i expect more from my charactor. i have a 4 level ranger i do not have rapid fire or point blank shot and a few other skills i should have at the 4 level and my heal skill sucks. do i not have use for these skills yet? i understand passive and active. on the charactor sheet when looking at skills and feats are not the icone supose to light up while scrolling over them? if they light up do i have that skill? and if they dont what dose that mean i do not have them even if i am 4 lv.? i do not have use of all my skills at this level even if it shows in my charactor sheet and they do not light up? if i do not have them now , how do i get them ? and how do my feats work? (what is there function.) is there a special combination for skills and feats to work together? and i also have a +1 verses fear save icon up where the city gen. icon is but for some reason the icon is wraped in red with a slash through it what dose that mean and how do i get the use of that again. i drank a (menonic ? elixer) that restores a feeble mind and grants spell pnts the 4000 gp one obviously no help there ha ha not sure of a few things what can i do . sorry for the confusion
