lower char point option on true reincarnate

no matches on a search of optional character points, so hopefully this is a new suggestion.

what about allowing True Reincarnates to have the option to use fewer than the maximum number of allowed char points. so if i'm planning on doing a full completionist char, i could build 28 point chars at 100% normal exp, 32 point chars at 125% exp, 34 at 150%, and the full 36 at 200% exp.

if i want to do paladin 5th and spend 36 points, and wizard 6th with only 28 pts, i could decide my builds based on how long i want to play the char, or how much i think a certain class needs the extra points.
