He's on your map of course.
Press M to bring it up and you should find him in no time.A friend will bail you out of jail.
A mate will be sitting in there beside you saying "**** that was awsome!!!"

He's moved over to near Captain Cage who gives the Irestone Inlet quest.

Where did you see that he was still by the Dinghy? That was changed several updates ago with the Harbinger of Madness series (or maybe before that). I hope the wiki is not that out of date...
