no, but my deductions on first seeing them was being level 4, they should drop from a level 4-6 quest. Being they are from "Kung Fu", I tried to associate them to something related but came up with nothing. No old west or eastern quests that I could think of. Next was from a fire type quest or something with water. Concluded they drop from taming the flames, the fire caves, or lair of summoning. One other idea is that they are related to a blind NPC. Only one I know of is the one in chains of flame, which is also fire related. I doubt level 4 handwraps would be in a level 11 quest though.

There's also another spot it might make sense..

The second part of Delera's has a named undead monk, Omaren Pugilist, and he does have a chest.

Almost no one does that chest so that could account for no one finding it.
