Want evasion. Want high AC(Intimitank, will use shield, but obviously no armor, or light only)

What would be the best level split, stats, and enhancements. Also what gear should I focus on getting?

(Want stalwart defender III, and also considering human for the + intimidate on dragonmarks)

I'd go with 18/2 rogue, go 2 monk if you think you need the feats but I doubt you will.

For armor I guess you can go with a mithral bp or some sort of leather armor. Keep in mind, however, that you'll lose some of the additional ac bonus warranted by the stalwart defender enhancements simply due to the fact that you aren't using medium or heavy armor. If you ask me, you should wear heavy armor when you don't need evasion, and swap to a light armor for when evasion is useful.
