Ok, starting a new character and have two choices for weapons, which is better for a low lvl character. Malestorm or carnifex?

both are good. Get both and usethem situationally.

I prefer Carnifex.
It crits more often by far, and therefore puts a greater value on the extra damage you are getting from Strength/PA/WFPA, and it works on everything.
Maelstrom's anarchic 2d6 does not function on many monsters, and the same goes for the frost 1d6.
The only saving grace of Maelstrom is it's usable at level 2, as opposed to 4 for carnifex, but with veteran status this would only be applicable to new players (who likely wouldn't have Maelstrom) and true reincarnated characters (in which case use Maelstrom or until 4, and then use Carnifex (or just blast through the lower levels, the lower levels are still blindly fast).
Edit:
Also, lol at "Malestorm".

Agreed - Maelstrom (sp?) rips Kobolds like they were paper machet! LOVE mine doing WW and STK on any character - regardless if it give them a neg-level or not!
Also, at lvl 2 there is no better weapon against lawful foes...
Only situational past the Marketplace, but still nice to have until you get better.

The Maelstrom, obviously.
It just looks cooler.
Maelstrom is an axe that drops in the delera's end reward list.
This is Malestorm
