I see your point. If the developers say it was intentional from the beginning it's a nerf, but from the point of view of the D&D ruleset it was a fix. It depends on how you look at it.
From the rules perspective it was a fix. From a DDO (only) players perspective it could be construed as a nerf. I used this undocumented feature in my first pally evasion build, but I knew one day it would be fixed so I didn't see it as a nerf at all. I saw it as an easy button that should have never been there.
