My sister is looking to make a bard using a heavy repeating X-bow, I saw one preform pretty nice in higher low level stuff.
My question is will it be good end game? mid game?

She will play as a bard halfling 28pt build so she can self a heal a little and use spells to freeze stuff.

What do heavy repeating X-bows use to determine the hit? and the damage? Is it dex? or str?

I will try to answer some of your questions.. Heavy repeater builds are popular on bards. They work nicely at lower levels (1-7), fair at mid levels (8-13)if you can get good ones (paralyzer/stat damage, etc). At upper levels, (14+) They aren't very useful. Most people wont care, as long as a bard, sings/buffs etc, any combat support thats doesn't get you killed is a good thing.

All X-bows including repeaters use DEX to hit and they never add STR to damage.
